HMRC’s Transformation Roadmap: Digital Transformation is Finally Coming!

In July, HM Revenue and Customs (HMRC) published their long-awaited Transformation Roadmap outlining the government’s plans for a more efficient, automated, and modern tax and customs system. HMRC aims to become a digital-first organisation by 2030, with 90% of taxpayer interactions being digital.

James Murray, Exchequer Secretary to the Treasury, set out three priorities for this digitalisation vision: ‘improving day-to-day performance and the customer experience; closing the tax gap; and reforming and modernising the tax and customs system.’

The changes proposed in the roadmap are expected to benefit 35 million taxpayers, but what exactly do they mean for small businesses?

A Vision for the Tax and Customs System

 

Digital-First Tax System

HMRC wants 90% of tax interactions to be digital within 5 years, up from 76% currently. This means more tasks will be performed online through the HMRC website or app. This will save small businesses time through the phasing out of paper forms and long phone calls, which should, in time, be replaced with automated services with the support of Artificial Intelligence (AI). As well as saving time performing tax admin, this new digital system will give you easier access to your tax records.

Making Tax Digital (MTD)

We have been keeping you in the loop regarding MTD initiatives, and how they will affect your business. The Transformation Roadmap will require businesses (including sole traders and landlords) to report income and expenses digitally and more frequently, which should reduce errors. This model will also help to provide a clearer, more regular view of tax liabilities, aiding with financial planning.

HMRC-approved software will help keep track of earnings, expenses, and tax due. Therefore, it may be time to ensure you are using compliant digital tools.

Better Tools for Managing Your Tax

The Transformation Roadmap lays out plans for:

AI and Automation

HMRC is using AI and machine learning to ensure accuracy, identify tax risks, and guide taxpayers to the right advice. This will help with error detection, which will enable you to stay compliant and avoid penalties, and will also allow issues to be resolved more quickly.

Digital Compliance and Enforcement

HMRC is targeting the £36 billion tax gap through the use of third-party data, digital nudges, and more compliance officers, as well as improving standards in the tax advice market. They’re also aiming to clamp down on fraudulent umbrella companies, and use AI to more easily follow up on the minority that have not paid the right tax. If you work with a tax adviser, it’s imperative that they are registered and trustworthy.

What can Small Businesses Do Now?

  1. Start using MTD-compliant software (if you haven’t already).
  2. Keep digital records of income and expenses — no more paper spreadsheets!
  3. Speak to an accountant or tax adviser to make sure you’re ready for new rules.
  4. Watch out for deadlines — MTD for ITSA (self-employed and landlords) is coming in April 2026.
